Looks like the XA and XB terminals are the "100V NC" powering the control. I don't think you need to worry about which leg goes where. The transformer isolates it.
This is true, but if your phase converter isn't balanced under all load conditions it will cause a voltage fluctuation to the control if the primary side of those windings are hooked to a manufactured leg

If you can't physically see what set of primary windings the 100 volt secondaries are coming from then I personally would disconnect all the secondary terminals from the machine, put a volt meter on the 100v secondaries and only hook 2 legs to the primaries jumping them around till you find which 2 legs power the 100 volt secondaries.

A meter with low Z will help as you will encounter ghost voltage readings around a transformer.

Well, it fired up but the hydraulic pump started bubbling. going to guess that means Im going the wrong way

Some styles of hydraulic pumps don't deal well with being spun backwards. I like to either manually force the coolant pump on, or many machines will have a light indicating incorrect or proper phase rotation. Several of my machine have a light on the spindle chiller to indicate incorrect phase rotation. Many have a light on the spindle drive or somewhere in the control cabinet.

I would check the installation or maybe maintenance manual.

I'm done for the evening, I'll pick it up tomorrow.

I'm done for the evening, I'll pick it up tomorrow.

When you get back at it post up your phase to phase voltages 1-2 2-3 1-3 and indicate which number is the manufactured leg (usually 3)

If they are acceptable, then the next place to check them would be going into the spindle amp. If there is a contractor with a dirty contact on one phase or blown fuse or whatever that could cause an issue.

When trouble shooting you need to employ a systematic approach either starting from the bottom or the top and work in one direction. The temptation to start in the middle and jump around rarely pays off in the end.

242-244 all combinations. On my panel S is the high leg, 211 to ground there where the others are right at 120 to ground.

I'll dig deeper in the AM. I tried one more combo that got the phases alarm to quit and the hyd pump to properly run.

Will verify other stuff tomorrow.
